Decision Criteria are the actual evaluation rubric, often written into an RFP but more often living in a side spreadsheet kept by the technical evaluator.

Decision Process is the sequence and timeline — demos, security reviews, pilot scope, contract redlines — and it is where most deals slip a quarter.
